Beyond Search – Semantic Computing and Internet Economics: Request for Proposals 2007

Has it become any easier to find a needle in a haystack or just buy a new needle in the information age?

The surface Web consists of tens of billions of pages in over 80 languages and is growing rapidly. Beneath this surface Web, lies a deep Web of much greater size. Tens of thousands of merchants offer millions of products. Complexity, size, and rate of expansion combine to make finding information and products on the Web a significant challenge. The ‘user,’ now participates as an ‘innovator’ and ‘contributor,’ adding to the size and content, but not necessarily the structure, of the Web.

Today, we are still in the early stages of the digital information age, with few opportunities to greatly improve the ways in which the information seeker finds information.

Continuing to enhance our ability to find or to supply information on the Internet requires breakthroughs in fundamental research. Some of the key technologies needed to find, discover, extract, publish, share, or supply information, while making sure that the online world does not turn into a primary place for information leaks, include:

Semantic Computing (making the web meaningful)
Internet Economics (understanding the commercial needs of the users)
To help make advances in those areas, Microsoft is making real-world search and ad data available to academia, addressing the academic need for more large-scale data and encouraging innovation in academic research. Microsoft believes that by increasing the availability of relevant, large, and current data sets from Windows Live, new analysis of data and new algorithm developments in Semantic Computing and Internet Economics will be supported.

Awards
The total amount available under this request for proposals (RFP) is $1,000,000. Microsoft Research anticipates making approximately 20 awards averaging $50,000, with a maximum of $100,000 for any single award. All awards will be made in $US. Awards are generally made as unrestricted gifts to the institution. Outside the United States other local restrictions may apply to the terms of the award. For current policy regarding non-U.S. countries, please refer to http://research.microsoft.com/ur/us/fundingopps/faq.aspx

For all awards, payment of indirect costs (“overhead”) is not permitted.

Microsoft Research will take into account the reasonableness of the amount requested in any proposal in light of stated deliverables, local costs, etc., and reserves the right to fund proposals at an amount lower than requested if appropriate.

Awards are made for the purpose of seed-funding larger initiatives, proofs of concept, or demonstrations of feasibility. It is important to understand that funding will continue after the first year only in exceptional circumstances, and that the principal investigators should therefore make every effort to leverage Microsoft Research funds as one component of a diverse funding base in a larger or longer-running project.

This October, the advanced networking community will gather for the 22nd time since Internet2 was launched, to share the many exciting developments in advanced technologies for research and education worldwide. Last fall we celebrated the 10th anniversary of our advanced networking community by holding our meeting in Chicago, where Internet2 was started in 1996. For 2007, we move our fall meeting to California, giving us the opportunity to showcase some of the advanced networking initiatives of our west coast partners. Hosted by University of California, San Diego—Internet2’s fall meeting will enable our member community to gather in person and to share progress and plans, as well as showcase ground-breaking applications and collaborations.

The Member Meeting Program Committee is now accepting proposals for concurrent track sessions at the Fall 2007 Internet2 Member Meeting, which will be held at the Town and Country Resort and Convention Center San Diego, CA in San Diego, California, October 8-11.

Full explanations and examples of related topics, as well as the submission form, are provided in the Call for Proposals web page.

Call for Posters
Poster sessions are an intentionally low-tech forum for the exchange of information and ideas about collaborations, projects and works-in-progress. The posters convey stories through the use of graphs, diagrams, pictures, data, and narrative text displayed on 2 foam core poster boards (each approx. 30" x 40"). The posters are on display near the meeting registration area continuously throughout the 3-day meeting; participants informally discuss their presentations with meeting attendees during the staffed hours for poster sessions. In addition, poster presenters are invited to display their posters in the hotel ballroom during the Monday evening Welcome Reception.

All categories of Internet2 membership—University, Corporate, Affiliate, R&E Network members and International MOU partners—are welcome to submit proposals for poster sessions. Each poster submission must contain:

Title
Institution or organization name
Brief abstract
Contact name and email address
Space is limited; posters will be considered on the basis of the following criteria:

Degree of anticipated interaction and information sharing with meeting attendees; relevance of the discussion to advancing their work
Impact of advanced networking and advanced applications, with an emphasis on things that are not possible or reasonable to do with the commodity Internet
Demonstration of the value of Internet2 to its members and how advanced networking technologies further the mission of research, teaching and learning
Submission deadline is July 31, 2007

Please review all details and submit the online form.

Innovate: Special Issue on the Future of Education

Submissions for this special issue may address, but are not limited to, these key issues:

1. What does the "rise of the amateur" in media, music, and news industries suggest for education providers of the future?

2. What is the role of universities and colleges when the world's information is at the fingertips of learners, without the mediation of experts? Or when experts make those resources freely available through MIT's OpenCourseWare or Open university's OpenLearn?

3. Is a copyright system designed to protect physical objects; books, magazines, and journals—capable of serving the digital knowledge needs of the next generation?

4. How can technological tools be used by developed countries to assist emerging countries in educating their people?

5. How should governance and leadership be structured in educational institutions facing exponential change?

6. Are existing research agendas and methodologies capable of answering the knowledge needs of the next generation?

7. Do our existing theories of learning reflect how digital natives learn in the information age?

If you would like to submit a manuscript on this topic, please send it to the guest editor of this issue, George Siemans (gsiemens@elearnspace.org) and to me (jlm@nova.edu) no later than October 15, 2007.

Innovate Online - Two Calls for Papers - June 30 deadline

We are extending the deadline for manuscript submission to two Innovate special issues: ee-Learning and Building an Evidence Base Supporting K-20 Online Learning.

1. ee-Learning

We have become familiar with "e-learning," which uses communication technologies to connect students and instructors separated by distance and/or by time, and to provide students with access to learning resources and interaction. And there is a long history of (e)xperiential education, where learning takes place in the "real world" of work and service and governing and the other institutions we create to organize our encounters and interests.

Historically, electronic and experiential learning have been unique and separate domains of study and practice. The joining of the two e's in "ee-learning" provides an opportunity to define and organize an emerging pedagogy that brings together these two domains.

ee-Learning offers the possibility of ending (or at least dramatically
reducing) the distance between the academic disciplines and the practices they are designed to inform and illuminate. ee-Learning allows the settings of the world-businesses, service agencies, government offices, or community centers-to be the primary scene of instruction, making it possible for students to learn by applying theory to practice in these settings.
Communication technologies allow students engaged in such settings to act as a learning community by engaging with each other as well as their teachers and colleagues, and to reflect on their experiences. Instructors help students relate their experiences to the bodies of knowledge of the curriculum, and to extend their learning by use of the rich resources found on the Internet as well as books and the older media of instruction. The combination of real-world experience and communication technologies can provide learning opportunities not available in the traditional classroom setting.

If you would like to submit a manuscript on this topic, please review our submission guidelines at http://www.innovateonline.info/index.php?view=submit and send your manuscript to me and to the guest editor of this issue, Steve Eskow
(drseskow@cox.net) no later than June 15, 2007.

2. Building an Evidence Base Supporting K-20 Online Learning

Online learning is a growing phenomenon in education that provides increased access for educational opportunities for students regardless of where they live, their background, their family level of income, or how old they are. While online learning is growing, a number of educational researchers are examining online learning as a new delivery model that can stimulate established education models and ensure that data is available to support innovative and best practices. Exploration and building modern foundations in online learning are key to growing a body of evidence to highlight how this modern vehicle is advancing educational practice.

We seek research-based manuscripts that cover the following topics: (1) innovations in education through online learning, (2) stimulating K-20 learning environments through online learning, and (3) assessments, policy, funding, and governance models that can advance the ability to innovate with online learning.

We expect authors to take full advantage of Innovate's multimedia capacity; supplementary files that illuminate the text are encouraged, and we are especially interested in the possibility of featuring "Try it!"
sites that would offer readers hands-on experience with particular online learning features.

If you would like to submit a manuscript on this topic, please review our submission guidelines at http://www.innovateonline.info/index.php?view=submit and send your manuscript to me and to the guest editors of this issue, Cathy Gunn
(c.gunn@moreheadstate.edu) and Susan Patrick (spatrick@nacol.org), no later than June 30, 2007.

Thanks!
